COAG Energy Council response to advice on open access and communication standards (May 2014)

In October 2013, officials submitted the Expanding Competition in Metering and Related Services rule change request to the Australian Energy Market Commission (AEMC), as directed by the former Standing Council on Energy and Resources. The rule change request included a proposal that the Australian Energy Market Operator (AEMO) take on the role of establishing and maintaining a smart meter minimum functionality specification.
Following the AEMC's Power of Choice Review, the Council also asked the AEMC to provide advice on the market arrangements that would support competitive provision of demand side services via smart meter infrastructure. The AEMC provided this advice in April 2014 which was followed by the Council's response in May 2014.
